General Information

 

The Stellwerk Zollverein e.V. organization is going to announce an international studio scholarship for artists from abroad for the third time in 2006.

Intercultural exchange as an art project ‘in situ’ – this is the intention of the initiators of the Stellwerk Zollverein e.V. In times of hard-up public culture budgets managers of company start-ups, private organization members and sponsors get involved together as art promoters. And provide an opportunity for artists to gain international experiences, to build up networks, to realise and show their own projects. For this purpose they make a ‘temporary studio’ available once a year, the Stellwerk, a former railway control tower at the mining area of Zollverein, shaft 4/5/11, which is listed as a monument and has been renovated with subsidies of the state North Rhine-Westfalia.

This time the scholarship will be prolongated up to a six-monthly working stay in the rooms of the Stellwerk Zollverein in Essen. It can be started optionally on 1st of April or on 1st of May and be completed either on 30th of September or on 31st of October 2006. The scholarship finals with an exhibition of the works, which have been developped during the stay.

Changing topical focuses, which the scholarship holders should deal with, are provided for every year. This year’s announcement is dedicated to contemporary art from the 8 East-European countries, which have joined the European Union in May 2004. All Estonian, Latvian, Lithuanian, Polish, Slovak, Slovenian, Czech as well as Hungarian artists can take part. Specially included are such artists, who live and work presently abroad (also in Germany).

 

Objectives

Stellwerk Zollverein e.V. grew out of an association of companies and private donors situated on the grounds of the Business Foundation Centre: ZukunftsZentrumZollverein Aktiengesellschaft zur Foerderung von Existenzgruendungen (Triple Z AG). It aims to foster a culture of international exchange and social engagement in fine art by providing a suitable framework.

By announcing the scholarship the organization intends:

  • to support innovative positions in fine arts,
  • to support not yet established international artists,
  • to support intercultural exchange and
  • to set up new contacts between art and business

Scholarship content

The scholarship contains the following:

  • Free stay at the former switch tower of the coal mine Zollverein on the grounds of the Triple Z AG in Essen-Katernberg / Germany. The 80 m² (95,7 sq yards) apartment spreads out over 3 floors and includes a studio, bedroom, kitchen and bathroom. The 28 m² (33,5 sq yards) large studio is situated on the top floor. The widespread forecourt offers enough space for outside work. In general a workspace with a computer and internet access can be provided on weekdays in cooperation with participating companies (by arrangement only).
  • The Triple Z AG will pay for electricity, water and heating.
  • A monthly expense allowance of € 800.00 will be paid at the beginning of each month.
  • There will be a single payment of € 200.00 to cover material costs.
  • Further, € 200.00 will be paid to support the realization of the exhibition.
  • Based on individual needs, active members of the organization will offer their support in organizing working material and working space.
  • Exhibition space is available in the former Lohnhalle (pay hall) on the grounds of the Triple Z AG.
  • Care and support from an appointed member of the organization and other active members during the stay.

Scholarship conditions

 

The scholarship holder obliges to the following conditions:

  • Compulsory presence during the whole scholarship stay.
  • Setting–up of an open studio with weekly opening hours.
  • At least one exhibition of the art work produced during the stay. After three months at the latest the participant will make arrangements with Stelllwerk Zollverein e.V. regarding  presentation of his/her work. He/she agrees to focus his/her work towards a final exhibition.
  • Compiling a monthly report of the art work produced in order to demonstrate the course of the project; can be integrated in the exhibition and will be handed over to the organization at the end of the stay.
  • Participation in monthly discussion rounds and press appointments as a forum for in- and external discussion and presentation of work results.
  • A single piece of art, produced during the stay, will be handed over to the organization at the end of the stay by the scholarship holder.
  • The scholarship holder is responsible for arranging his/her journey (entry and exit permits, visa issues). There will be no cover for travelling expenses.
  • Storing pieces of art or working material outside of the Stellwerk-tower will be at one’s own risk.

Scholarship contents and conditions, especially concerning the usage of the apartment, will be laid down by a contract between the organization and the scholarship holder. Non-observance of the above mentioned conditions may lead to an early scholarship break off.

Art Forms

 

Art forms such as sculpture, object art, installation art, painting, drawing, graphic art and photography will be supported. We regret that work in the areas of film and video as well as ‘new media’ such as computer art, animation etc. cannot be considered.

Topics

The second scholarship is entitled „Border-crossing experiences and identity enlargement of the European consciousness between East and West“.

The Eastern enlargement counts as an epochal footstep of the European integration. In May 2004 the European Union has grown to a community of 25 states. However, with the enlargement to the territory of Eastern Central Europe also a deep encroaching change of the historical, political, social, economical and cultural structure of the EU has begun. In the course of the entry of Bulgaria, Romania, Croatia and probably also the other states of the Western Balkan, which is intended from the year 2007, the unification process will definitely exceed the traditional borders of Latin Europe. The new European self-image transcends a merely geographical destination of origin. It is rather based on the acceptance of a collective political arrangement, but it also emanates from an economical partnership of convenience, which should face the challenges of the globalization. But how is this ‘European identity’ reflected in the multifarious experiences of the old and new EU citizens? Do people experience them as a more or less abstract political construct or already in a concretely collective ‘border-crossing’ reality?

After the euphoria about the fall of the ‘Iron Curtain’ scepticism has turned up meanwhile. That way some of the new East-Middle-Europeans front the western integration plans suspiciously. They worry about a cutback of their sovereignty, which they have won after 1989, and wish at least a stronger consideration of their own values and traditions. Whereas on the western European side many people expect a loss of stability and security in consequence of the entries. In this connection quite a few especially like to predict negative effects of the opened border traffic for their own economy and job market.

An European identity, the German culture minister Christina Weiss has declared, could only be reached if it will be possible to change our perception. Therefore she has argued for an „eastern enlargement of the European consciousness". To demonstrate and visualise the meanings of European identity concisely – in the perspective of the new member states of the EU – this is what above all their cultural representatives can achieve. So with the topic of this year’s scholarship announcement we ask as well for the role of art and artists in the European unification and communication process. From which point of view do they comment in their art work the mind of the public opinion?

Stellwerk Zollverein e.V. would also like to act as a counterbalance in the consciousness that a large part of the EU culture support programs go to major projects like e.g. events or film productions generating a lot of media attention. It wants to create a platform for individual art statements, which are to be understood as an expression of the political and social development within the new East-European acceding countries – and as an element of mutual dialogue. Therewith we want to offer a forum for the cultural dimension of the European communication efforts, for a lively face-to-face exchange.

The city of Essen is a good place for it. Substitutional for the Ruhr area, Essen applies in the competition for the European Capital of Culture: „The region of the Ruhr is among the three largest conurbations in Europe. 5.3 million people from 140 nations live in what is one of the richest cultural landscapes in Europe. The Ruhr area is a small Europe. It has been formed by immigration from all European countries. With the topic ‘Change through Culture – Culture through Change’ the Ruhr area applies together with 53 other cities and towns for the title ‘European Capital of Culture 2010’. (…) With this new self-esteem and in view of the chances in a European competition the Ruhr area and the applicant Essen are on their way to reinvent themselves” (Citation: Bid-campaign office 2010, City of Essen, Ruhr Regional Development Association RVR, free translation).

These remarks shall provide possible starting points for the project which has to be submitted. A connection of the artistic work to special local or regional conditions in the environment of the studio (city district, city, Ruhr area) is explicitly desirable and should also be drafted in the project description. Further overlapping approaches for a project concept can be e.g. the following complexes of topic:

  • starting points of collective history
  • integration and participation
  • internationality and local identity
  • migration in and to Europe
  • social environments and artistic spheres
  • business locations and culture nations
  • ideal conceptions and frightening images

Formal Application Conditions

 

All artists of Estonian, Latvian, Lithuanian, Polish, Slovak, Slovenian, Czech and Hungarian citizenship are invited to apply, regardless of their current country of residence on condition of full legal age. A good command of the English language in speaking and writing is necessary. A knowledge of the German language would be an advantage. Persons in steady employment cannot apply if he/she can’t be permanently present as required by the rules of the scholarhip. Holding a university degree in art/fine arts or a corresponding artistic education is desirable but not a condition. Students are also eligible if, according to the jury, their application shows their work to be professional and prolific. Recent professional work (form the last three years) needs to be proven by handing in a portfolio, work samples, information on exhibitions or exhibition catalogues. The project description, included in the application documents, needs to show a profound interest in the artistic reflection with the thematic conditions of the scholarship.

In order to participate in the application procedure, the following documents, written by the applicants themselves in German or English, need to be handed in:

  • proof of citizenship of one of the a.m. 8 new East-European EU accession countries (copy of passport)
  • short, one page information containing name, address, place of living, place of birth, date of birth and a short written agreement to accept the scholarship under the conditions set forth in this call for applicants
  • curriculum vitae
  • presentation of artistic career
  • exhibition list
  • optional, if sent by post: recent exhibition catalogues (photocopy)
  • certificates or other relevant educational documents in copy (university or college degree etc.)
  • project description, one to three pages, preferably with concrete information about content, technical procedures, logistical realization and timetable
  • work samples (if sent by post, only in form of photographs or slides, no originals please)

Please send all application documents by mail only. We regret that applications submitted by e-mail cannot be considered. Please note: Because of the costs, documents sent in by post can only be returned if coupons reponse international are enclosed (4 coupons for continental Europe, 8 worldwide for parcels up to 500 g). Therefore the organization does not take on any responsibility for submitted documents. Exhibition catalogues included in the application need to be written or translated in English, French, German or Italian. An official translation in English or German for the copies of degree certificates or other official documents is to be enclosed if applicable.

 

Decision Process

 

The assessment of the applications will be divided into two parts. At first, the applications will be assessed by a pre-jury, which is nominated by the Stellwerk organization. 15 applications will then be handed over to the main-jury, consisting of five members from the following fields: qualified and interested art experts, gallery owners, artists, one member of the Stellwerk organization and other committee members not entitled to vote. Jury members will be announced on this page. The pre-jury will begin to preselect after the application deadline. The meeting of the main-jury will be by end of February 2006. The scholarship holder as well as the rejected applicants will be notified via e-mail, fax or by post between end of February and beginning of March. Afterwards, the scholarship holder will receive an official invitation by the Stellwerk organization.
